
There has been a public outcry for the depletion of Ghana’s fish stock in recent years which has created unbearable challenges for the fisher folks.
In an attempt to salvage the situation, the United States Agency for International Development (USAID) Ghana Fisheries Management Project is collaborating with the Fisheries Commission to embark on a massive effort to rebuild the fish stocks in the ocean through the implementation of some management measures that are aimed at reducing fishing effort while allowing the stock to recover.
As part of the management measures, the Ministry and SFMP in partnership with the Ghana National Canoe Fishermen Council are piloting a community fisheries enforcement program at the beach level dubbed Fisheries Watch Committee (FWC) where fishermen volunteers will assist law enforcement agencies (Fisheries Enforcement Unit, Marine Police, MCS) to combat illegal fishing activities at the beaches and on the sea.
The FWC is being piloted in clusters around James Town in the Accra Metropolis and Patukope in the Ada East District. Twenty five member committee mostly those around the coastal communities have been selected to receive a special training to combat illegal fishing.
The National Activities Manager, Mr. Kofi Agbogah disclosed this in an interview with the press in Ada. He said, section 94 (4) of the Fisheries Act empowers the Minister, MoFAD can request personnel from competent bodies or organisations to assist the enforcement in the performance of its functions. This is the legal basis for the setting up of the FWC.
Mr. Agbogah further stated that the FWC will be inaugurated during this year’s WORLD FISHERIES DAY celebration on 21st November. The pilot teams will be trained and equipped to enhance their performance.
A training workshop which will be organised for the teams will see the beneficiaries trained to understand the fisheries laws; evidence based reporting and assist with law enforcement. They will be educated on how to work without violence and gather evidence both on land and at sea.
Additionally, they will ensure that all canoes at the landing beaches are properly licensed. Even though the programme is centred on volunteerism, the implementers assured the volunteers of appreciable motivation.
This is made possible in part through a journalist fisheries reporting grant awarded by the USAID Ghana Sustainable Fisheries Management Project.
